2010/35/EU Mobile Pressure Equipment

       The mobile pressure-bearing equipment sold in the EU market must obtain the CE mark in accordance with the requirements of the EU Mobile Pressure-Bearing Equipment Directive ( TPED for short ) The Mobile Pressure Equipment Directive ( 2010/35/EU ) replaces the respective access systems of the original member states with a unified certification scheme, and puts forward requirements for the design, manufacture and conformity assessment of mobile pressure equipment, which is applicable to all European Unions Member states.

 

The EU Mobile Pressure Equipment Directive ( TPED for short ) is applicable to all types of mobile pressure equipment manufacturing enterprises. The products involved include steel gas cylinders, LPG cylinders, road and railway tank cars, mobile pressure equipment valves, safety valves, etc. .

 

1. Movable pressure-bearing equipment refers to

 

a. All pressure vessels specified in Chapter 6.2 of the Appendix of Directive 2008/68/EC , including valves and other accessories of such equipment where appropriate;

 

b. Storage tanks, battery carts, multi-component gas tanks (MEGCs) specified in Chapter 6.8 of the Appendix of Directive 2008/68/EC , including valves and other accessories for such equipment as appropriate;

 

When the equipment specified in a or b is used to transport Class 2 gases, it does not include the gases or substances with characteristics 6 and 7 in the classification specification , and the transport of other hazardous substances specified in Appendix I of this Directive ;

 

Movable pressure-bearing equipment should be understood as: including gas cylinders (UN No 2037) , excluding sprayers (UN No 1950) , open cryogenic containers, breathing apparatus cylinders, fire extinguishers (UN No 1044) , according to Directive 2008/68 The movable pressure equipment exempted from /EC Appendix 1.1.3.2 does not have to comply with the special provisions on construction and packaging testing in Appendix 3.3 of Directive 2008/68/EC ;

 

2. Obligations of the manufacturer

 

a. Before selling portable pressure equipment on the market, the manufacturer shall ensure that the equipment is designed, manufactured and provided with supporting documents in accordance with the requirements of Directive 2008/68/EC and this Directive.

 

b. When the portable pressure-bearing equipment has passed the conformity assessment process carried out in accordance with Directive 2008/68/EC and this Directive to prove that it meets the requirements for use, the manufacturer shall affix the Pi mark to the equipment in accordance with Article 15 of this Directive .

 

c. The manufacturer shall preserve the technical documents on portable pressure equipment specified by Directive 2008/68/EC for a specified period of time .

 

d. When appropriate, when the manufacturer believes or has reason to believe that the portable pressure equipment they sell to the market does not comply with Directive 2008/68/EC or this Directive, they should immediately take necessary measures to make the equipment meet the requirements, or withdraw or recall. Moreover, when there is a risk for mobile pressure-bearing equipment, the manufacturer should immediately inform the competent national authorities of the member states of the detailed impact, especially the non-conformity items and the measures taken.

 

e. The manufacturer shall record all non-conformities and corrective measures.

 

f. At the reasonable request of the qualified national authority, the manufacturer shall provide all information and documents about the product expressed in the language that the authority understands to prove the compliance of the portable pressure equipment. Manufacturers should cooperate with the authorities and their requirements on the measures taken to eliminate risks for the movable pressure equipment they sell to the market.

 

g. The manufacturer only provides users with product information that meets the requirements of Directive 2008/68/EC and this Directive.

 

3. Conformity assessment

 

a. Guarantee an article (2) , paragraph (c) point and the instruction 1999/36 / EC embodiment before production and service of the movable pressure device complies with Directive 2008/68 / EC appendix and instructions related to the present regulations, or The compliance method during reassessment shall be in accordance with this appendix.

c. The Class A notified body that is announced for conformity re-evaluation shall evaluate whether the safety of the portable pressure equipment can at least meet the requirements in the appendix of Directive 2008/68/EC . The assessment should be based on the information covered in the second paragraph, including further testing as appropriate.

 

d. If satisfactory results are received from the assessment in the third paragraph, the portable pressure equipment shall be subject to periodic inspections in the appendix of Directive 2008/68/EC . If you meet the requirements for periodic inspection, Pi identification may be pursuant to section 14 of Article (1) to (5) shall be responsible for periodic inspection of the use or supervise the use of the notified body. The Pi logo should be used together with the identification number of the notified body responsible for the periodic inspection. The notified body responsible for the periodic inspection shall issue a re-evaluation certificate in accordance with paragraph 6.

 

e. When a series of portable pressure-bearing equipment is produced, the compliance re-evaluation of individual pressure vessels used for transportation, including valves and other accessories, can be entrusted by member states to those who have been announced to conduct periodic inspections of relevant portable pressure-bearing vessels. f.1 The identification of the notified body that issued the certificate. If the identification number of the Type A notified body that is responsible for the conformity reassessment in the third paragraph is different from this, the identification number of the organization should be added;

 

f.2 * or the name and address of the operator mentioned in the second paragraph ;

 

f.3 In the case of using the fifth procedure, identify the data of the type re-evaluation certificate;

 

f.4 The identification data of the portable pressure-bearing equipment that has used the Pi logo includes at least the serial number or serial number;

 

f.5 Date of issuance.

 

g. Issuance of Type Re-evaluation Certificate

 

  When the Category A notified body responsible for the reassessment of conformity uses the procedure in paragraph 5, the type reassessment certificate issued should at least include:

 

g.1 Identification of the issuing organization of the certificate;

 

g.2 The name and address of the manufacturer, when it is different from the manufacturer, the holder of the type approval component after the reassessment of the movable pressure equipment;

 

g.3 Identification data belonging to a certain series of movable pressure equipment;

 

g.4 The date of issuance of the certificate;

 

g.5 words: "This certificate does not authorize the manufacture of pressure-bearing equipment and its components".

 

h. Through the Pi logo, * or the operator indicates that he is responsible for the compliance of the mobile pressure-bearing equipment with all the requirements of the Directive 2008/68/EC Appendix and this Directive (applicable at the time of reassessment).

 

i. When appropriate, the provisions of paragraph (2) of Appendix II should be taken into consideration , and the "cold sign" should be attached.

 

4. Basic Principles of Pi Marking

 

4.1 The pasting of the Pi logo should only be performed by the manufacturer, or pasting in accordance with the requirements of Appendix III after re-evaluation of compliance For gas cylinders that previously complied with the directive 84/525/EEC , 84/526/EEC or 84/527/EEC , the Pi logo should be pasted by the notified body or be supervised by the notified body.

 

4.2 Only movable pressure-bearing equipment that meets the following requirements can be affixed with the Pi logo:

 

a. Meet the directive 2008/68/EC appendix and the compliance assessment requirements of this directive, or

 

b. Meet the compliance reassessment requirements in accordance with Article 13 .

 

Other movable pressure-bearing equipment shall not be pasted with such marks.

 

4.3 Through the pasted or pasted Pi logo, the manufacturer indicates that it is responsible for the mobile pressure-bearing equipment to meet the requirements of the Directive 2008/68/EC Appendix and the use of this Directive.

 

4.4 The purpose of this directive is to show that Pi is a mark that proves that portable pressure-bearing equipment meets the requirements of the 2008/68/EC appendix and the use of this directive.

 

4.5 The detachable safety parts of refillable and movable pressure-bearing equipment shall be marked with Pi .

 

4.6 The Pi logo shall be constituted in the following form:

 

a. The low Pi height should be 5mm . For movable pressure equipment with a diameter not greater than 140mm , the small height of the Pi mark should be 2.5mm ;

 

b. The grid itself is not part of the Pi logo.
